AO: This interviewee from Kenya equates open governance with democratic governance. She mentioned that the Open Government Partnership has been important to help enable a space where people who are really committed and passionate about democratic governance to pull together and commit to setting some action plan on how they are going to move together towards this. I would take from this that therefore that open data in this case is necessary to help bring about more democratic governance for the intersectionally diverse citizens (which she describes elsewhere in the interview).
