This material is from book Electronic Government : 12th IFIP WG 8.5 International Conference, EGOV 2013, Koblenz, Germany, September 16-19, 2013(pp.50-61). The material has investigated the drivers, enablers and bariers of open data initiatives in a semi-public organization. Though it is a bit aged, I found out that we can get some insight on the possible drivers and enablers as well as approach and methodology to conduct such a research.
