Critical Commentary

A policy document from Kenya's state department of planning that: defines different types of knowledge (indigenous, explicit, and tacit), and articulates concepts including 'knowledge culture,' 'knowledge creation,' and 'knowledge management.' A section of the document reads as follows: "The Policy gives policy provisions and implementation framework that the public sector needs to institutionalize knowledge management in Ministries, Departments, Agencies, and Counties" (p. xi). The construct of knowledge is treated as valuable, multi-faceted and worthwhile towards achieving a successful socio-economic transformation of society. The policy envisions knowledge within the context of public institutions, speaking to government's role within the context of knowledge production, dissemination, and preservation. However, the citizenry's contribution in this regard is not discussed and reinforces government's top-down approach to its citizens, in this case in regards to what knowledge is and whom it serves...
