I find it interesting that in the entire article, which includes descriptions about tech helping to fill voids on the "dark continent", race is not mentioned once. In the closing paragraph of the article, co-founder of Ushahidi, Juliana Rotich mentions her gender and "Africanness" but does not identify herself as a Black woman. Compared to the current moment in 2020 when race and privilege are part of ongoing discussions and contentious debates in Nairobi tech worlds, in 2011, race and specifically Blackness was not yet something being articulated.

Paragraph 16: "It is surprises like that — a politician entering a presidential race via social media — that reveal the true significance of Africa's rapid entrance into the technology business. It defies stereotypes, overturns perceptions. Says Ushahidi's Rotich: "When I speak in Europe or the U.S., people are shocked. I'm a woman, I'm not begging for money, and I'm not showing them pictures of abject poverty. Ushahidi is jarring for people. It complicates their view of Africa. Ushahidi is cool. I think that's good. I think maybe through tech, people are just beginning to work out just how cool Africans really are."

AO: This article proposes that Nairobi's nickname of "Silicon Savanna" stems from "Kenya's love for IT." The author then goes on to suggest that the moniker "neatly encapsulates the themes of its [Kenya's] rising influence on global technology: mobile and rural and filling some wide-open spaces in infrastructure and democracy."

This ties to an earlier paragraph of the article where the author claims that "[l]ack of infrastructure — few hospitals, landlines and roads; little power, education or running water; small banks; sparse insurance; tiny stock exchanges — is a large part of what economists mean when they say poverty. And much of Africa is a giant, dark infrastructural void, as anyone who has flown over the continent at night can attest."

This depiction of Africa as "terra nullius" or unoccupied land evokes long-standing settler colonial discourse about the continent and its vast emptiness. (The text is also built on racist notions of the underdevelopment of a "dark" continent full of deficit). Here, the author suggests that technology is helping to fill this "giant, dark, infrastructural void" insinuating that (global? American?) technology is bringing greater democracy, innovation and infrastructure to a "dark continent."

AO: The article explains (see excerpt below) that the Government of Kenya (GoK) demonstrated its tangible support of the Internet when it decided to lay down its own national undersea fiber cable when talks over a regional link failed.

AO: The excerpt from the article below highlights Bitange's announcement about the Kenya Open Data initiative at Pivot 25 which took place in 2011. The article quotes him as saying: "All the data you want, you'll find it there." Fast-forward almost 10 years ahead, we know that while the Kenya Open Data Portal was indeed launched in 2011, data on the platform was inadequate and quickly stagnated. Today, the Kenya Ministry of ICT is looking to review and revise its Open Data policy.

"In the first week of July, Kenya's government will become the first in Africa — and one of the first in the world — to be completely data open. It will release online millions of pages of previously internal, often secret government documents. "All the data you want, you'll find it there," said Ndemo. He described the initiative in terms of allowing a government that faces a general election next year to demonstrate service delivery as well as to have a legacy project for President Mwai Kibaki, who is not expected to seek re-election. But the implications of such radical transparency for a government frequently ranked among the most corrupt in the world are immense.
